Other organizations involved in aid were rather more self-reflective about their role than the UN. Cathy Corcoran was the deputy director of Catholic Agency for Overseas Development (CAFOD) and closely involved in aid to Ethiopia in 1984. She recalls in hindsight:

the tightrope which aid agencies walked in those days. You say Michael Buerk didn’t mention the war, but, equally, if we mentioned the war, if we drew attention to the context of the famine, we were putting not ourselves at risk, but our aid operation of reaching the most vulnerable people at risk. And if you went through local organisations, which CAFOD did, you put the people you worked with at risk, so you have to compromise the humanitarian principle.16
